Does he like me and should I make the first move?

So I'm a 15 year old girl in desperate need of advice from an outsider. I have this immensely huge crush on one of my friends and he's one of the nicest guys ever. He's always telling me he loves me, saying we're meant for each other, constantly being together during our free period, texting literally every single day (he ALWAYS texts me first), eskimo kisses etc. Now that schools over we even made a promise that we had to see each other at least once every two weeks and we still constantly talk. Now I know most of you are already thinking "obviously he likes you anyone with eyes can see that" but I'm honestly the type of girl that unless he says it to me (or at the very least his friends tell me that he said it), then I won't believe it. So my question is do guys say stuff like this without actually meaning it or without liking the person they're saying it to ? Oh and today we went to the movies alone and we were holding hands and every time we would turn our heads to talk, I got that warm feeling that I should make the first move and kiss him so should I ?
