Pool location/electric wire?

I want to install a new pool on my backyard. The municipal rules told that the higher point of the pool must be 5m away from the nearest wire electric or telecom. This cause me problem because if i apply thoses rules my pool would be in the middle of my yard and it will have a lots of waste of space. I just check the neighbourhood if all of them are legal and it seem that about 1/5 of the pool would be illegal. If i put it on the corner of my backyard and of course be too close of the wire what would be the consequence? why such people didnt apply thoses rules? Does the municipality check the pool proximity with wire?
